Talisman of Zagy

This magic item is an oddly-shaped bit of extrusive rock, shaped and roughly polished. When you attune to this magic item, roll a d20. On a 10 or lower, this magic item gives you a Curse. As long as you have that Curse, your Speed is halved and you have Disadvantage on any Strength Test. The Curse can be removed by a greater restoration spell or greater magic. On a 11 or higher, this magic item grants you the ability to cast the wish spell as a Magic Action. Once you cast the spell, the talisman disappears.
